Life returned to new normal set by Covid in Tamil Nadu on Monday as it entered the fourth phase of lockdown with relaxations in 25 districts but with old strict norms in Chennai and 11 other districts as the virus remained uncontrolled despite 54 days virtual curfew .With public transport resumed in a limited way in 25 districts where the disease is under control, but confined to each district, mainly Government servants returned to work as the Government and private offices started functioning with half their strength.Banks never shut down and they have been working with depleted staff.Now the Government has allowed even small companies with less than 100 employees have been allowed to work with full strength. Those with more staff should function with 50 per cent of its strength.The government has allowed small industrial units which had shut down during the prolonged lockdown have been allowed to reopen for maintenance with restricted hands.In Chennai State run buses were plied only for Government staff charted.Similarly private firm like IT companies have also been allowed to work provided they charter vehicles to transport the staff.With buses off the road and private allowed only for essential purposes like medical emergencies, most people were shut up at home.Stand alone shops reopened but they had business, even if limited, only in districts where there was movement of people.It was a new normal with restriction on mourners in funerals and guests in weddings and places of worship were shut bit liquor shops were open every except in Chennai and 11 other districts which account for half of 11,000 plus cases.
