Deferring to the views of leading educationists in Tamil Nadu, Chief Minister Edappadi K Palanisamy has written to Prime Minister Narendra Modi, strongly opposing the Centre’s move to replace the University Grants Commission (UGC) by Higher Education Commission of India(HEC).
He has come out against the draft bill in this regard circulated by the Union Ministry for Human Resoruces Development on the ground that the UGC which has both regulatory and financial powers is functioning well and there is no need to replace it with the Higher Education Commission of India which will have only regulatory powers and the financial powers will vest with the Ministry or some other central agency.
He said:” Out experience sanction of funds based on merit by various ministries of the Government of India has not been very positive”.
The UGC, he said, has he required capacity for objective evaluation of proposals received and to sanction funds ina transparent manner. Its financial powers will enable to ensure implementation of its recommendations.
HE said:” If this financial power is taken over by the MHRD, we apprehend that the funding pattern would change from 100 per cent funding to 60:40 ratio between the Government of India and State Governments”.
For these reasons, the Tamil Nadu Government “strongly opposes the draft bill on Higher Education Commission of India (Repeal of the University Grants Commission2018 Act”, he said and pleaded for continuance of the UGC.
