Business houses/Corporates donated Rs.956.77 crores to national parties between 2012-13 and 2015-16. 89 per cent of these donations are known. Real-Estate, Trusts and Groups of Companies were the biggest donors. The main beneficiary the BJP, received Rs 705.81 crores from 2987 corporate donorswhile the Indian National Congress received Rs 198.16 croresfrom 167 donors. The NCP received Rs 50.73 crores from 40 donors while the CPM and CPI have the lowest share of corporate donations. Of these, CPM received Rs 1.89 crores from 45 donors and CPI got Rs 0.18 crore from 17 donors.
The contribution by the business houses to political parties contained in a study by Association for Democratic Reforms (ADR) released to the Media on Thursday. In its report ADR analysed the donations from corporates to national parties between financial year 2012-13 and 2015-16. The political parties considered for the report are BJP, INC, NCP, CPM and CPI. Political parties are required to submit of donors who have made donations above Rs 20,000 in a financial year to the Election Commission of India every year. Parties are to provide details of the name and address, PAN, mode of payment and amount contributed by each donor who has made donation above Rs 20,000 in their submission. Though BSP is a national party, it has not been considered for analysis in this report as the party has declared that it has received novoluntary contributions of Rs.20,000 from any donor during the period.
The source for the donor details used in this report is the Contribution Statement submitted by the political parties to the Election Commission of India, according to ADR. Notably the prime contributor between 2013-14 and 2015-16, Satya Electoral Trust which contributed Rs.260.87 crores in a total of 35 number of times in three years, did not contribute anything during 2012-13. BJP declared getting Rs 193.62 crores, while INC received Rs 57.25 crores from the trust. NCP received Rs 10 crores during the same period. The second highest donor to BJP and INC was General Electoral Trust which was formed before the Electoral Scheme was formed by the government in 2013. Between 2012-13 and 2015-16 the trust donated Rs 70.7 crores and Rs 54.1 crore to the BJP and INC respectively.
Top donors to the communist parties were Associations or Unions, CPM received Rs 1.09 crores while CPI received Rs14.69 lakhs.
The ADR study further gives details of the donors who contributed to the various parties and also the sectors they belonged.
