Key highlights of Kerala Budget 2020-21

Thiruvananthapuram: The following are the major highlights of the Kerala Budget 2020-21 presented by State Finance Minister Thomas Issac on Friday.

This is the final full budget of the Pinarayi Vijayan led LDF government and the 11th state budget presented by Isaac.

  1. Budget proposes a tax hike of 2% on new two wheelers above ₹2 lakhs and cars above ₹15 lakhs

  2. 12-point package to improve GST collection

  3. Outlay for local bodies pegged at ₹12,724 crore

  4. ₹2,000 crore for Life Mission to provide housing for the needy

  5. ₹4,384 allocation for water supply projects

  6. Welfare pensions hiked by ₹100. Welfare pensions raised to Rs 1,300.

  7. ₹1,000 crore set aside for construction and improvement of rural roads

  8. ₹1,000 crore for coastal development package

  9. One lakh new houses to come up under Life Mission.

  10. Royalty proposed for paddy cultivation; Rs 40 crore allocated.

  11. Rs 90 crore set apart for the welfare of Non-Resident Keralites.

  12. Rs 4,384 crore to be spent for various drinking water projects.

  13. Two lakhs new drinking water connections to be given.

  14. KIIFB-works for 2020-21: Rs 20,000 crore projects, 20,985 km of new roads, 10 bypasses in 43 km, 20 flyovers in 22 km, 74 bridges in 53 km.

  15. Rs 6,000 crore for development of Kochi city.

  16. Rs 4,384 crore to be spent for various drinking water projects.

  17. Rs 1,000 crore for horticulture; floriculture.

  18. Royalty proposed for paddy cultivation; Rs 40 crore allocated.

  19. 1,000 Kudumbashree eateries to offer a meal at Rs 25.

  20. Health sector: Oncology park proposed in the state, Training for nurses planning overseas job.

  21. Ban on CFL, filament bulbs from Nov 2020.

  22. Startups to be given loans at 10 % interest rate.

  23. Fair price of land hiked by 10%, hike goes up to 30% for land near big projects

  24. 2.5 lakh water connections for houses in 2020- 21

  26. 500 MW of power to be generated

  27. ₹900 crore set aside for welfare of non-resident Malayalis

  28. ₹40 crore outlay for royalty to paddy farmers

  29. IT workforce in Kerala to go up from one lakh to 1,85,000

  30. Package for start-ups: Loan without collateral security for start-ups executing government orders, up to ₹1 crore assistance for development of prototypes, stamp duty rationalisation

  31. 585 km west coast canal from Bekal to Kovalam to be commissioned in 2020

  32. Kochi Metro to implement Integrated Water Transport Project

  33. To boost tourism sector, ₹20 crore outlay for boat league. Muziris heritage project to be commissioned in 2020, 12 museums in Alappuzha to receive face-lift, and spice-route and Malabar tourism to be promoted.

  34. Kerala State Drugs and Pharmaceuticals to begin production of anti-cancer drugs and drugs for post-organ transplant. An Oncology Park to be set up.

  35. 25,000 ponds to be cleaned and septage treatment plants to be established under Clean Kerala project

  36. Rain shelters to be installed for horticulture promotion. One crore fruit trees to be planted, and a Uber-type aggregator service for vegetable and fruit distribution

  37. ₹600 crore outlay for Kudumbasree Mission

  38. ₹2,000 crore set aside for Wayanad package/bamboo and tree planting drive for carbon sequestration, value addition of crops

  39. ₹1,000 crore for Idukki package/spice park and organic farming initiatives. An airstrip to be constructed in Idukki.

  40. ₹2,400 crore set aside for Kuttanad package

  41. 1,000 new teacher posts to be created in Higher Education sector
